RALEIGH (AP) — A North Carolina judge nominated for promotion more  than a decade ago has finally been cleared to join the federal court one  step below the U.S. Supreme Court.
Judge James Wynn Jr. was confirmed by the U.S. Senate to a seat on the 4th U.S. Circuit Court of Appeals.
The court in Richmond, Va., covers North Carolina, South Carolina, Maryland, Virginia and West Virginia.
President  Barack Obama nominated Wynn last fall. He was first nominated by  President Bill Clinton in 1999 but was never confirmed. Wynn currently  sits on the North Carolina Court of Appeals.
Wynn was nominated to  the federal appeals court with Charlotte Judge Albert Diaz. Diaz was  not confirmed by the Senate with Wynn late Thursday. North Carolina Sen.  Kay Hagan says she will work to get Diaz confirmed as quickly as possible.
